I get it that most of the Heisman candidates and QBs with first round draft grades are portal QBs, however, we need a competent QB2

I’m not trying to diss the staff but we need ready to go QB who just need better offensive line protection and offensive weapons

I wouldn’t include Sayin in this. Sayin was a transfer vs. portal & let me explain the nuance:

Those other aforementioned players played multiple yrs at either their previous schools or a combination of schools. Sayin was allowed to immediately transfer once Nick Saban retired. He never took a snap or played a game for Alabama. He was at O$U from the beginning, in reality.

U can say it’s semantics, but portal QBs r very specific in that they either played or were on a roster for a duration of time at their previous school.

Part of developing QBs is providing him with better supporting cast. You aren't going to develop much at that position if you're constantly running for your life and/or have receivers who can't get open or catch passes. It's no different than a band having to replace musicians to further grow their craft.
Heck, weren't there folks on this board who claimed Cam Ward was overrated at Wazzu because of his propensity to take sacks and fumble?

The success our portal QBs have had + the money we are willing to spend on a QB in the portal means it isn't "inevitable" IMO. It's way more likely we have a bad eval on our portal QB (who at worst will be option 2), than we end up with option 5-6.

Agree. They were both 5+ year "seniors", so they had their fair share of "coaching up" when they arrived. Likely didn't need as much coaching up as they did WR's the didn't drop the ball (Beck) and an OL that can block (Both).

They were still both coached under Dawson's offense while here

It’s not ALL coaching, Indiana is in every way shape and form a better football team/program then CAL at the moment, Mendoza didn’t magically gain any traits he didn’t already show at Cal he’s just on a much better team & he fit like a glove there

Who cares? Whether you “develop” a quarterback or go portal, success is entirely dependent on the supporting cast. The list of quarterbacks that lit it up without talent around them is slim to none.
