How would merging with the PAC who was just offered a $20M/school/yr deal increase the ACC "Magnificent 7" payout? It wouldn't. You need 3/4ths vote to approve new members. That's 12 votes. So if only 4 vote no - FSU, Clemson, Miami, and one more because they are the most dissatisfied with the current distributions then that isn't going anywhere.
Maybe offering only Oregon, Washington, Stanford, Cal, and like ASU would work - paying them only $31M matching their Big12 offer. Then the difference in value goes directly to Miami, FSU, and Clemson... But the rest of PAC is dead weight
But we're right back to the problem ESPN doesn't have the money or timeslots for this. They already have 2/3rd of BIG12 to support and full SEC. There is a reason they didn't bid on PAC. They can't.
Only if you think the B1G is going to stop at 20. I think they'll go to atleast 24, if not 28, if they can work out the funding. They got their own network, if memory serves I think they get like a 10x increase in subscriber fee for every state they've got a school in. I think their preference is probably something like:Why do you suddenly get reasonable after 50 posts and 200 pages of arguing?

And I'm not saying McMurphy is always right or always wrong. But what Washington/Oregon tells him about "vetting and approval" might be a bit...biased? Self-serving? Inaccurate?
