I mean if you're considering "elite" to be a sure fire first round pick, then no Bandy isn't there and probably will never be simply based on height. But he literally does everything well. He can play man or zone. Press or off. Slot or field. He's good against the run and tackles great for a corner. A lot of Corn Elder going on there.

He made some solid plays, but an elite corner does not get Moss'd by some random white Georgia Tech receiver.
