it's real simple and I have actually seen it done.

step 1: create a false student for a really smart test taker.
step 2: get the school to create a false ID for the test taker. at my HS, the yearbook kids did this.
step 3: have the player and this test taker register for the ACT for the same room at the same date.
step 4: when they bubble in information, the test taker writes the player's name down, while the player writes the false ID.
step 5: take the test and profit.
