Here are the recent projections from ES(EC)PN. As you can see, Notre Dame can bump an ACC team out of any spot if they are not in a New Years Six bowl.

I would think with DMoney's scenario, a Notre Dame win over Louisville would put them over UL and GT and then face an At Large bid in the Orange Bowl. ND is a de facto ACC team in this scenario. So an actual ACC team does not have to be in the bowl.
