Maybe pretty decently not Francis level so it would be a downgrade IMO, when you recruit at elite level it should be no drop off or replacing them with same level talent or better. That's my opinion of how you build a championship type team. If you have Marvin Harrison Jr, you replace him with Jeremiah Smith. And the list goes on and on with title contending teams.
