From ESPN's recruiting profile on Martel

Size-Strength-MobilityIs size deficient, even in the era of the short QB. Lacks height and bulk for what you want. Compensates in other ways. Is a very good athlete with great feet. He's a good enough runner to be a factor with his legs if he needs to be. Athletically/skill wise he is a smaller version of Shea Patterson from the 2016 class. Buys a lot of second chances and can create on his own.
Mental-MakeupHeight limits his view of the field so he must be on time and resourceful which he generally is. Works to find throwing lanes and is quick to the set point to beat the rush. Is highly competitive and plays with urgency. Everything he does happens fast. Works safeties with his eyes and shoulder and can look off coverage. Reads are fairly consistent, but mostly quick and of the half field variety. What he lacks in physical areas he makes up for with moxie and anticipation. May be one of the best timing guys in the class.
AccuracyWhen on time and in rhythm he can be very accurate. Throws a catchable, but firm ball. Is really adapt and dropping the ball in over the top of coverage on routes that require touch and arc. Must focus on keeping feet balanced and set. Doesn't always drive off his back foot. The times looks like he's jumping to throw the football. Has some unorthodox methods but generally delivers the ball within the strikezone. He can get hot and deliver strikes with his release and anticipation.
Release/Arm StrengthThis is the main reason why he is garnering attention -- his release is live as a wire. So quick that it gives a false impression of his actual arm strength. This kid has the delivery you can't coach and every coach wants to have. More zip than power in his arm and at the next level this may get exposed against top level defensive personnel especially in the intermediate and deep passing game. Loses power at times vertically. This is the reason he is so on time consistently as it helps him compensate. May possess the best pure stroke of any player in the class, but also has some physicality limitations.
Bottom LineIt is very easy to like this kid despite the mesasurable concerns. Our question lies in the upside and how much there is four years from now. In our opinion this guy needs to be exclusively in the shotgun spread to maximize his strengths and mask deficiencies. Possesses competitive intangibles and also has great players around him. Will be heavily recruited by power five spread schools.
Underclassman EvalSTRENGTHS: Experience player with plenty of confidence who makes sound decisions with the football. Possesses good balance and a quick release. Flashes the ability to drive the ball to underneath and intermediate areas and puts his receivers in good position to run after the catch. Mobile QB who has a knack for knowing when to tuck and run. Has a riverboat gamblers mentality ...AREAS OF IMPROVEMENT: Short for the quarterback position and will need to find throwing windows. Holds the ball below his waist at times. Arm power is just good enough due to snappy release, but lacks true power. ...BOTTOM LINE: Martell has everything you want in a quarterback, but the size. He possesses toughness and is savvy enough to excel in a variety of offenses at the next level. Although not a burner, he is athletic enough to extend plays and move the chains. We like his moxie.

Evaluation

Martell is undersized but has some nice physical tools to work with. He has a very live arm, can consistently spin the football and is accurate on the short, intermediate and deep throws. He's a very good athlete with a strong lower body and moves around very well in and out of the pocket. He's a dual threat quarterback who plays with a poise and maturity beyond his years and has an incredible work ethic off the field-Biggins
