Protect College Sports Act [formerly “SCORE Act” thread]

It’s going nowhere. The house is scheduled to go out on 9/21 I believe through the election on 11/3. As expected they’ll be a lame duck Congress with power expected to shift to the Dems.

A lame duck Congress doesn’t equate to an impotent one, however. That purgatory holiday period in November and December has oftentimes been used to set annual budgets, and could easily pass this.

Otherwise, in general agreement that once noon of January 3rd hits, this thing will be DOA indefinitely. 2 months from midterms to then is a helluva lot of time tho.

They should pass 5 years for 4. I agree with that completely. Even with injuries I’m sorry just move on. You get 5 years to play 4. The capping of things is what I have an issue with and 1000% it’s only because Bama UGA lost all of the control over owning a roster of pros doing things through churches and **** to pay kids.
No need to pass this. They already changed it successfully; w/ an aged component within it. However, what they aren’t and cannot do, is make the rule retroactive. Therefore, it starts being universally applied for all student-athletes who enroll Fall of 2027 or later; so this ‘27 class of recruits who will enroll in spring/summer, can choose to go with 5 for 5 or the old rules; whichever is more advantageous to them. Thus, players currently enrolled in college are eligible for the same previous exemptions like medical redshirts.

This concerns me - I’m sure the powers that be at Miami are positioning as best possible but it makes me queasy that if this were to somehow pass we’d be stuck out of the P2

Theyre going to squeeze it through during the lame duck session
Nah. Theres upwards of 60 in the house that aren’t running for re-election, either for retirement or looking at a new job somewhere. That’s not counting the Republican incumbents who are going to lose their races. Pubs have what, a 4 vote majority? And the house version of this bill looks very different from the senate version.

You’ll have house members battling for committee assignments and leadership positions. No Dem in the house is going to attach themselves to a Republican bill. The NAACP is against it as is the congressional black caucus.

The house will be in session for a few weeks after the election before the end of the year. I’d doubt the house even takes it up.

Edit: I just looked. The house is expected to be in session for about 10 days following the midterms until they’re done for the year.

Strong points...you know the system...

Can someone explain the actual reason for the 19-team conference cap and the 5-year obstacle to switching to another conference?
Since it’s the protect college sports act, they wanna stop instances like the main 4 west coast schools being apart a Midwest and east coast conference respectively. Thus, they do not plan to reverse what has done but they do intend to stop any more from being done. There were and still are many complaints about the death of the PAC-12 etc being the end of college sports.

You can’t cap it at 16 or 17 because the B1G has 18; and that’d be unfair to say no one can add teams — even the XII and SEC — w/ less than the ACC + B1G. B1G doesn’t want it capped at 18 because it leaves them unable to do anything just in case; additionally, the best G6 schools don’t want the p4 completely option-less because they themselves want to enter the p4. All these different entities have lobbied together and separately; and us potential deserters i.e. FSU/Clemson/GT/UNC/UVA/Miami/etc are a small voice amongst the many. Given that recent realignment has happened in pairs, besides a select few, by choosing 19, rather than 20 or 21+, they can posit that the number + the five year waiting period will indeed make the lowering of financial exit fees irrelevant, preventing more realignment via inaction aka protection of college sports.

The SEC loves the ND to the B1G talk, and eggs it on, so their own intentions remain semi-hidden. As has been the case for a longtime now, the SEC wants some combination of UNC, UVA, and GT to join the conference; with GT being less desirable than the other two. While UM, FSU, and Clemson have their own big brands and attractions, each have a direct competitor already within the conference who would not want it (UF and USCe,) and UGA for GT however their history — former national champs, John Heisman the namesake of the award + father of the forward pass, GT has won SEC championships and used to be in the conference, etc — plus ATL location & what said location entails i.e. market size and dominance of a large state akin to auburn / Alabama present them still as a more desirable option in the eyes of the SEC. The B1G, after ND, have always been interested in those 3 former ACC schools as well; regardless of current athletic output.

That’s not to say Clemson/FSU don’t ever end up in the SEC — whether or not this bill will be made law — but it’s just to say that they aren’t Plan A for the SEC if the SEC decides to expand, and I’m not sure they have made that calculation yet. It gets messy because the largest benefactor of the SEC is ESPN, and the potential implosion of the ACC leading to 9 figure legal fees over many years; and more importantly, far less inventory goes against the interests of ESPN/Disney.

Why UNC and UVA are the top targets for all 3 of the other leagues is a discussion for another time lol. But they are.

Yes, there is a carve out for ND to join the B1G; however, that was put in by the B1G. That conference has been trying to lure ND into their conference for literally multiple, consecutive decades as their previous two commissioners admitted to in recent interviews during the last round of realignment. ND has never joined. Neither think ND will ever join.

Even after adding its arguably biggest rival in USC, ND did not get interested in joining. Instead, it used its full membership ACC-access to push for Stanford (another longtime rival), SMU and Cal to gain membership. So even putting aside the numerous contracts ND has w/ ESPN + ACC until 2037, forgetting about the fact that ND has many other ACC teams besides their football team, and their full membership would require them to payout 120 million to leave the ACC atm; if ND wanted to join the B1G it would just go and do so, and there hesitancy to do just that has nothing to do with a concern about the B1G adding too many other universities after them.

Therefore, even though ND could have joined the B1G at anytime during the last forty years, the media still acts like it’s closer than ever this time lol. Outside of the B1G’s pursuit of ND, I think they’d have a lot of interest in UConn tbh once their buyout drops. The football program already is independent but not the crown jewel men’s and women’s basketball teams. UConn is the only other football program that is independent atm. Not saying it’s inevitable the B1G grabs them, just saying, they are the university rarely discussed.

Chris Murphy puttin in work w/ the NAACP but unsure how big of an effect it will have on those who are already committed to say yes. Feels like it’s inevitable it passes the Senate now however how big of a margin of victory it is seems to matter to Cruz who wants to influence the House to following thru.

The House is run by Louisiana (reads LSU) guys and they haven’t been too keen on outwardly supporting the bill; nor have any of their coaches from what I’ve seen. Hopefully it stays that way for the rest of the year. Mike Johnson is under no obligation to take this monstrosity to the floor for a vote.

In order for this to become a law, the house has to leave the bill unchanged and vote on it as such. If they add to it and alter it in anyway, the senate has to revote on the unchanged, version 2 of the bill. Or else the same process continues until both chambers agree on identical terms.

All those people could still be in Congress and vote despite their impending exits. Doesn’t mean they will ofc. What’s worse, is the House could vote on it before going off to campaign in their midterm elections; thinking they could sell its passage to boost their own popularity.

No clue when the Senate is in session post elections, just saying, the post-election period is an extremely dangerous one for the passage of this bill. The regular season will be over/ending, Congressional power will shift to the dems (i never said it wouldn’t?), and large amounts of work has gotten done in the in-between periods in recent history as i already stated.

The NAACP and the Black Caucus in addition to; Chris Murphy and Cory Booker and all the other non-Tim Scott Black Senators voting no didn’t stop 25 of their party colleagues from voting yes just now as it passed cloture in the Senate. Doesn’t mean they’ll all vote yes on the actual bill, but they had the ability to stop the procedure altogether. You are vastly underestimating thee effectiveness of the onslaught of messaging + complaints about the sky falling in sports that could have any amount of House democrats, from 5 to 75, siding with the GOP on this bill.

I don’t think it actually passes but i wasn’t convinced it’d get cloture today either so i am indeed alarmed now. As far as the house goes, Trump has gotten Mike Johnson and his whip to do exactly as he wants since Johnson became speaker, which was before Trump won his reelection.

To expect them to sit it out or change this clause or that clause against Trump’s wishes, now, is wishful thinking lol. Inaction often wins out in Washington, but my belief in the bill’s stagnation has moreso been turned into blind hope.
