I sometimes feel bad for programs who are mid-to-not very good, they finally find a coach who gets them at least very competitive, and then he bolts for a better job and their back at square one.

Yeah, this is a big challenge for the ADS at those schools and the best way to deal with this is to embrace where the school falls in the pecking order and keep hiring good coaches. Make it a place for aspiring young coaches..
