Summer A/Summer C starts Monday, and the last day to add classes is Wednesday.

Not necessarily. He could choose to enroll in June or August. But it seems like he would want to be enrolled now, he would have a place to live and the financial aid would flow again.

Maybe he's going to travel Europe for the summer, who knows?

With transfers not signing LOIs, the best "assurance" is to just enroll. Otherwise, it's just a verbal commit. Maybe "now or never" was a bit too extreme, but I think if he's not yet certain, the chances decrease quite a bit.
