I believe Rich Rodriguez is of Spanish descent....his family is not from latin America.
Lots of Spaniards emigrated to Pennsylvannia, WV,etc to work in coal mines, steel mills,etc similar to
the Italians and other immigrants.
Similar deal with Barry Alvarez.
So, no, they are not really hispanics.
Same deal with Spanish immigrants to Tampa during late 1800s and early 1900s to work in the
tobacco industry.
Lou Piniella and Tino Martinez are two offsprings of that group.

Hispanic means relating to Spain or spanish speaking countries. You can be hispanic and latino, if your family made a pit stop in Central or South America. Latino is someone that came from Central or South America, which can include non spanish speaking countries like Brazil or Haiti. They can have any mixture of white, black, native, which many latinos are.
Before Castro, many Cubans would go to Tampa. Tampa was a destination for many Cubans before Miami even became a city.
 
Our basketball program also carries this distinction. Coach Larrañaga's father's side is Cuban. He dropped the tilde because times were different back then and he feared racism.

And secondarily, 2 : of, relating to, or being a person of Latin American descent living in the U.S. especially : one of Cuban, Mexican, or Puerto Rican origin.

The word literally means of or relating to Spain.

That’s always how I’ve always understood the word, although I realize people have expanded its definition in common use.
There's been some debate between Hispanics and Latinos. Just for reference, I had my DNA tested and I'm 40% Hispanic. As I believe, and confirmed by my test results, the definition you cited is the accurate one. My Hispanic ancestors migrated from the Iberian Peninsula (Spain and Portugal) in the 1500's. As is well known, the Spanish Conquistadors "discovered" much of present day Mexico, S. America, and the Caribbean. The split between Hispanics and Latinos evolved over time due mostly to geographic location and language deviations (kind of like southerner versus northerner in the US).
