So what’s the story with this kid? Why is he transferring? Can he play next season?

got screwed by usc in a very murky disciplinary case, lost his appeal, withdrew to a juco, the case was reopened and he was allowed to come back, he (rightfully) gave them the finger and is transferring here. he should be eligible next year since he is coming from juco.
