Usc was not helpful in the waiver process to get him to play early. And bolden left usc a year ago from around October 5th or so

He did not miss the tackle, he tried to go for the interception and was a little late, Carter should have played it safe and just rocked the dude.

The way it was explained to me, it has something to do with the last time he stepped on the field for USC and the VT game is when he becomes eligible (per ncaa)
