I said western countries, I would not classify countries with extreme deep socialist (actual socialism) and communist history and influence as such. But thats obviously subject to disagreement, thats how I personally feel about these two examples. I can also see that I could have worded...

As long as people don't put a gun into a childs hand... I'm in favor of a safety course if people want to desperately hold on to guns, but age is something that should be talked about in regards to these courses.
