EJ Baker for us older Canes!
I thought of him. Definitely a contender. Athletic guy but he specialized in line drives into the dirt.
From the 50+ years I have seen I will go with Kelly Cochrane, primarily because his results really nosedived to incompetent level but it took the coaches 2 years to figure it out. Cochrane had a strong arm. He was decent as a sophomore and nearly upset Houston on the road in a high scoring nationally televised game.
However, in the following 2 seasons Cochrane had some of the most remarkable stats you'll ever see. As a junior in 1970 he was trusted with 287 pass attempts. That was a massive number given that era. Cochrane completed only 44.7% for 4.7 yards per attempt. If you factor in the 21 interceptions, Cochrane's Adjusted Yards Per Attempt dropped to 1.9.
In 1971 as a senior Cochrane completed 18 of 46 for 39.1% and 4.8 YPA. He had 0 touchdown passes and 6 interceptions. Those numbers equate to a negative Adjusted Yards Per Attempt of -1.1
Cochrane was benched in favor of John Hornibrook, who was a wiry guy and more of an all-around athlete than pure quarterback.

As bad as E.J. Baker was, he finished with 4.1 Adjusted Yard Per Attempt. Baker had 9 career touchdown passes and 16 interceptions. Cochrane was more than double on the bad side. He finished with 18 touchdown passes and 42 interceptions. That is what accounts for the miserable Adjusted Yards Per Attempt:
