The rule sets, as stated even by rules committees to increase scoring, have become incredibly weighted in favor of the Offense.
IMHO, its essentially at the point some of these infractions are beyond what is humanly possibly for defensive players to mitigate.
When you have an unbalanced sides trying to equate a "fair" outcome, one of the only ways to do this is to then further skew a component of the equation to offset the imbalance.
Other than rebalancing the rule sets, the only way I can think of to help a defense is to mot have them on the field in the first place. The way you do that is by keeping control of the ball and clock with your offense and/or putting so much pressure on the opposing offense with scoring, they are forced to make dumb mistakes.
