they were never gonna do anything. gonna be hard to prove that Harbaugh had any knowledge and just pin the blame elsewhere (which they have). we know jim knew about it and prolly got it set up, but likely wont have anything concrete. on top of that, they likely dont want the can of worms that comes w actually banning michigan from the b10 title game if they make it (meaning they all cheat, but michigan will take the rest of the conference down with them). theyre just hoping no harbaugh for the stretch run causes them to lose a game or two to fall out of b10 title contention

I am unaware of the rule that you are referring to, but I assume that would be the NCAA's rule... this is the Big10 suspending him under a vague 'sportsman like conduct' clause in their bylaws.
