Why only 22 commitments?

Because the new staff is only going to take guys they feel can play at this level. The worst thing they can do is to extend late ships to guys for the sake of depth.

Ships are too valuable to give away to kids who don't belong, particularly when you honor them for 4 years. You end up with half of your roster being JAGS.
