So, is it the rule that free-ed up portal spots have to be filled by transfers and not 4 year recruits????

The rule basically killed the mid-year portal. It didn't allow an IC to get freed up when a non-grad transfer happened.

Thus, the ONLY rule for '23 and '24 is staying at or under 85 scholarship players and 105 with walk-ons. Now some will say rule number 1 is 15-0! ha
