Because It was on a defenseless plAyer that got injured and they had time to review it

If Lawrence pops back up nothing gets reviewed. Seen it other games as well, if a players stay on the ground for a few seconds longer the refs will throw the flag.

The refs threw the flag for a late hit. The targeting was called from the league office while reviewing on-line.
