Everyone is right.
Shula did it in a different era though since free agency wasn't a thing. Today you lose players quickly and can get good quickly whereas back in the day the draft was the lottery ticket unless trades were made.
Shula suffered from the 8-8 to 10-4 syndrome where you barely make or miss the playoffs and then get middle players for your efforts.

One more editorial...I would take Tomlin any day of the week seems like a class act as well although I am no expert.
