It's mostly due to scholarships. There needs to be 1 women's athletic scholarship for every men's. Football, having 85 scholarships tends to skew things on the men's side as there's no women's team with anywhere near that many scholarship athletes.
As I've stated on another thread. A school doesn't have to adhere to Title 1X, just as long they are willing to forgo federal funding.

NO! Played real softball with fastpitch and big fat pitchers that hurled the ball in at fantastic speed. Played once against the Air Force All star team in Montgomery Alabama. My catcher had the only hit in the game, a home run for a 1 zip victory. Always wanted to play the King and his Court but was never fortunate enough.
Womens softball is great! Glad it's an Olympic sport and coming to miami!
Lacrosse still hasn't really caught on in Florida. It's more popular now than it used to be but most south Florida high schools don't even have a team.
Fraggz actually started ahead of Alejandro Villanueva for 2 years on the Army o-line. The military prides itself on ideals based on aspirational meritocracy so it didn't get any media coverage.
