No lawyer, but I don't think that's settled. Lucas filed in the right timeframe, it was the school (Wisconsin) that didn't process the paperwork. I expect the NCAA has some jurisdiction over setting process rules still (though grad transfers are a separate topic).

Not a lawyer either but isn’t the JUCO case not settled either for them not losing eligibility from their time there? That’s why the Vandy QB and other are still playing since it’s still being looked at and no judgment to anyone doing it can happen…
