Texas has always recruited well & they always will.
As long as Sark is their HC, they're not going to win a title.
The reason why UGA needed to die, is because as long as they were allowed have a decided talent advantage over every other program it completely unbalanced CFB & absolutely destroyed the minds of Canes fans in particular that there's was the model to follow.
Programs like, Texas, USC, Oregon etc. can have as many #1 classes as they like & it will keep CFB in equilibrium. It's when UGA & Bama start hoarding all the talent is when you see the lopsided unfairness that destroys the game overall.
When the non-South powers are at the top, there's more parity in CFB.
The way it should be, is Texas, Miami, Oregon, Oh ST etc.. You can swap out those 4 with another geographically spread out 4, but what you don't want is, for UGA & Bama to bleed the life out of the game by stealing all the elite players.
The more great players that get dispersed across the country, the better.
