Sorry, but Cal is not a sleeping giant imo. Certainly not any more than Stanford or UCLA is or has the potential to be. Ultimately they are always going to be limited by being a Cal public school in an area of the country that the Admin simply will NEVER do what it takes to win on a consistent basis imo. And the fan support just is FAR more Pro/NFL driven. The BY FAR best thing Cal actually does have going for it is that they always actually do land and produce good Qbs for the most part. I mean Troy Taylor -> Boller -> Rodgers -> Goff -> Webb -> Mendoza -> JKS... But they ALWAYS waste them! They also do generally produce some good talents outside of Qb too, but it kinda peaked pre 2010s in that departement.
I think they'll definitely do well with Tosh. But I don't think the admin support will ever get them to more than like a 9 win with 1 playoff win type potential. Sure they have wealthy alums, but they'll never be more than what Oregon even is imo. And fact is their wealthy alums are far less likely to donate nearly as much as Knight has for Oregon. And also just have less people that would likely drop that type of bag as Stanford has the ability to generate. And the unfortunate part is they are absolutley about to get lost in the conference realignment madness and that'll ultimately relegate them to B12 max. So When the big games that mean something roll around, they'll roll over and lose same way oregon has, except Oregon will be on a higher playing field in the B1G....Stanford has more friction to actually being consistently good again, but once they kinda get past that friction, they have a far higher ceiling than Cal actually does imo.... Like it's harder to be Good/Great at Stanford than it is Cal. Its easier to be Great/Elite though. And while Cal MAY have more wealthy alums than UCLA (not actually sure about this), UCLA being in the B1G already like Oregon is The difference. Will Cal be able to consistently overcome the TV Rev difference UCLA is able to generate as well as being in an even better location for recruiting advantage?
