How is Shavers only a 3 star?

Its not as tough to pull players from Mississippi as it is from say Alabama or Louisiana. Ole Miss has been decent a few times but they dont have a national power house like LSU or Bama, even Auburn to a lesser extent. And even then, teams still pull players out those states. 2 visits in a short time is telling though and we made an upgrade with JT and Guidry over what we had.
