I think you have to define best as either most accomplished or most physically talented.

Dan Morgan was a four year starter, all-time tackler, and won every award he could his senior year, first round pick. Ray Lewis is right behind him, and probably would be ahead if he stayed for his senior year. Most accomplished 1A and 1B.

You can make any list you want comparing physical skills and you will be splitting a lot of hairs.
