Agree, to a point. But Texas leaving isn't really a straight comparison. The bigXII was already a broken conference, TexasAM had already left a few years before then. There were rumors circulating for a while that Texas, OU, and a few others were considering leaving going as a block to the PAC10. Texas was already looking for a new neighborhood when they left.
And the ACC isn’t a broken conference?
 
Also the ACC conference operates under North Carolina law. So UNC leaving would be a pretty large step in the dissolution of the conference.
The ACC being a North Carolina corporation is irrelevant. If you want to say their headquarters, sure, but keep in mind they already left Greensboro for Charlotte last year. The conference headquarters was already moving its physical location and headcount away from Tobacco Road.

The premiere public university in the state of North Carolina making a play to leave the conference that operates under that states laws should be pretty well versed in all the laws, and is likely to receive preferential treatment. And that's on top of basically being the "prize" of the ACC and their tobacco road leaning.
