If the guy you interview before is your guy but the league is making you interview someone else it is that guys job to blow your socks off for the job. If they already have decided on that candidate and only interview someone to satisfy the rule, that is a violation against the rule.

The rule was made to allow equal opportunities for minority coaches. There is no equal opportunity if someone has no chance at a job because someone else already will get it.
