You can not get a new license until your learn license expires. My oldest son had to wait also and he was well past 21.

What state because Florida if you're over 18 you can just get the DL with the passing of the tests.

Yes that is true but that DL with the vertical photo is for drivers who start driving before the age of 21 and you can not change it to the regular drivers license ID until that 1st photo ID has expired.
