Because it would cost them more to continue to fight this. I work in Health insurance business, and if a member calls in and has fraudulent charges on their Bill, if it does not exceed 8K, nothing is done. 8K is the break even point. Same type thing with this, cheaper for FSU to settle for 950K, instead of more legal lost to totally squash it.

They settled because the evidence of the TPD purposely botching the investigation (Police officer says in deposition there were missteps in Jameis Winston investigation) coupled with the fact that FSU Athletic Dept swept this rape under the rug.
