I think Waters is currently a better WR than Berrios, and I like Berrios a lot. Now, their skill sets are different, but I don't think Waters is getting enough opportunities. Frankly, we're so disjointed (other than last game), that it's a disservice to everyone.
The game plan should revolve around Duke Williams. We should be in (at least) 3 WR sets almost the entire game. When the defense decides to focus on the run, we have speedsters to run vertical and have guys like Waters fill the space cleared. Get better route combinations in the middle of the field. Get better route combinations between the RB/FB/TE. We have at least 5 future NFL players (Dorsett, Walford, Coley, Waters, Duke) at our skill positions.
This **** is college football - it doesn't have to be that complicated. I've really come around on the simplification of basically everything. You can add a few wrinkles as the season progresses and depending on your opponent. It just has to be executed consistently and let the talent do their thing.
