That portal should primarily be how manny fills holes, and secondarily a way to increase level of talent occasionally. Let's see. As of now, if you look across the country, each team is probably averaging about 3-5 players entering the portal (from what I've seen, not scientific at all). Ignoring grad transfers since that's been around, and let's say it's 2-4. That's less than 5% of your locker room transferring out. That combined with natural turnover means it typically won't be noticeable.
Every year, some programs will lose big and others will win, but I don't see this being big enough to destroy the idea of a team in college football. The guys who leave were unhappy for some reason or another. A clean break or a fresh start can be good for the current program, the new program, and the player. Take Mahoney - he's gonna go to a G5 school and start somewhere rather than sitting on the bench here. UM gets back his scholly, and the other school gets a player they can have contribute immediately.
You'll see a couple of guys transferring from top schools to the next tier, from the next tier down, and so on. It really can equalize a lot.
Side notes: it'll be almost impossible to stack talent like the 01 Canes now. Like people have said, people usually transfer home so we can win big here, especially with the bag game removed. Player led locker rooms are going to be even more important, so kids at Miami considering leaving can look at someone who stuck it out and balled out when their time came.
This is the beginning of a new era of college football. There is now essentially a free agent market. IMO it all started with the Ed O'Bannon lawsuit against EA Sports.
Right now UM is able to take advantage of this new system but make no mistake, UM will be on the other side of this the year after our next ten win season. That's when we'll start losing talent. UM might fare better overall because we may benefit from having so much local talent that kids will often want to transfer back to their home state.
Where I see the biggest problem is that kids will submit their names into the portal as soon as they get close to graduating, not necessarily to transfer but to weigh their market options and perhaps force their existing coaching staff to utilize them more. THAT is when it will start to mess with team chemistry IMO.

Look at how the transfers have broken down - Kennedy, Martin, Osborn and Tate on offence. Martin is probably the only luxury transfer there, everyone else was a position Diaz saw we needed an immediate, ACC starter, upgrade at for 2019.
Compare that to the defence where, yes the recruiting could have been better, but only Nnoruka is a desperation transfer (and I put that at the feet of Kulowiski rather than Diaz - they gave him too much leeway).
Bolden and Hill are more luxury pickups like Martin that are hard to turn away (assuming Hill comes).
He knows that he needs to win right off the bat - he doesn't get a mulligan season. Transfers help him do that.
