I'm pretty sure they can, but the problem is if he enrolled early and actually started class. Looks like Bama classes began January 10. If he's an EE, that makes him a student, not a recruit.

I expect this hire to go about as well as the Mike Price hire decades ago. I think he came from the Pacific Northwest (wash St). Bama is in for a bumpy ride.
