The Hernandez situation is in no way similar to the Martell situation. This is honestly such a weak take and I keep seeing people on here going with it.

According to the NCAA website, one of the anticipated changes that will be approved for 2019 football season is granting immediate eligibility without even having to submit a waiver to the NCAA......... it's this simple;
"the student-athlete’s head coach at the original institution resigned or was fired during or after the most recent season of competition, except that the student-athlete is not immediately eligible at another institution at which the head coach is employed" You can't deny Martell's waiver if this change is already part of the new transfer rules....even if it hasn't been instituted yet. So maybe they are waiting for a vote, so it can be approved and the NCAA does not even have to rule?

According to Yahoo Sports, Fields asked for a waiver of the one-year waiting period to play after transferring due to a racist incident directed at him while at Georgia. Georgia baseball player Adam Sasser, who was subsequently dismissed, reportedly directed a racial slur at Fields last fall during a Georgia Football game.

Someone at UGA got drunk and said the N word at Fields (who grew up in Georgia)

IIRC Fields’s sister is also an athlete at UGA

his feelings were hurt. someone called him a name that he didn't even hear. as a snowflake, words really got to him and he just couldn't deal with the insensitivity of the Georgia fans
