For those on the Miami should offer all the "local studs" first train, answer this question/hypothetical:
I believe we have roughly 200 kids on average that sign D1 scholarships from the tri-county area. Throwing out half of that number due to them not being good enough for Miami, grades or available scholarships at their position, that still leaves 100 kids from South Florida. If we offered all of those kids based on either what guys like Hammond are saying or some on this board, that means we would literally have the class full a year in advance, since "if they got that offer first, they would be all Miami."
Now the problem, what if you like a kid better from somewhere else in the state? What is you like an OOS kid better (since even on the greatest team of all time, I believe 25-35% was OOS)? What do you about late bloomers? What if the South Florida class is not particularly good at the position? Do you wait on the kids who want to make the announcement on NSD? Are you willing to burn bridges pulling a scholly from one local guy, when a better local player wants it?
I understand everyone wants to say there is no reason we should be late to the show on the offer vs. other schools, but this thinking is eschew. We should NEVER be late on opening communication to a kid (and yes here we should be first), but offers need to be managed. If a kid can't respect you when you are shooting straight with them, then frankly that kid is probably not the best kid to have be a part of your team. That doesn't mean you don't show the kid "love" to make him feel wanted, it just means you don't let an immature 16-yr old have you by the balls. Also, given the number of guys with SFLA ties now on collage coaching staffs (something that has greatly increased in the past 10 yrs) fans need to realize we no longer are the only ones in the know early about a local stud (big program recruiting budgets also even the playing field).
We have MORE to lose than other schools who can come in here and throw around an offer. Some HS doesn't like how LSU or Bama treated a kid, no biggie to those programs since they are only trying to cherry pick a couple guys. They can move on to the next HS. But since we have to LIVE here, you have to be careful to not burn bridges either.
Recruiting has become a catch-22 for Miami, but to look at this only from the kid's point of view is shortsighted. This board thrives on its connection to local kids, coaches, etc. but IMO there are two-sides to this coin
