QBs are the hardest to evaluate, from 4-5* high school kids moving up to major college ball to first-second round picks in the NFL. There are probably more busts than success stories, maybe a lot more.
GMs and scouts get too wrapped up in workouts, physical marvels, or sometimes college statistics. They need a QB and work to convince themselves their player is 'their guy'. Or they don't want to be the GM that passed on Marino, Favre, Lamar, or Mahomes.
No other explanation for drafting an average-at-best college QB with 13 college starts with the 4th overall pick.
