Unless you're simply starving yourself, the exercise requisite to get to that low of a body fat %age will almost certainly dictate significant muscularity.

The notion of a highly trained athlete who performs compound lifts at least three days a week without visible abs at 13% body fat is ludicrous.
I might be a little confused by what you're saying, but if I understand correctly, you're saying that someone at 13% should have abs? If that's what you're saying, that's entirely incorrect. Everyone carries body fat in different places. In fact, I'd go as far as to suggest that most won't show at 13%. Typically have to get below 10%. But it's very individual dependent. Some need to get down to 8% or 9% or less.
 
I think 12% is a more fair number. From fat to abs is different than skinny fat. “See them” I’m assuming is just sides and at the top. I would say under 10% is the beginnings of a six pack. My2

Again, big difference here between a guy who just diets and one that is consistently working power moves, as a football player should be. Being swollen at the core is going to make a huge difference in terms of visible abs.
 
Love Keyshawn's potential. Hope he can bring some of that Stacy Coley, dynamic fluidity to the field. Redding came into the school so explosive, fast, and strong at 18. It has been a very long time since Miami has had a WR with Redding's physical traits (6'2, 200, 41 inch vertical, 4.54 40, 4.33 shuttle). Who are some of the comparable guys we've landed like that?

Yes, people carry body fat in different places. That said, for men it's MOSTLY in the mid section and women it's MOSTLY in the thighs/hips and butt. If you're actually exercising as a male, the swelling of musculature (aka the "pump") will redistribute fat from your midsection in a good way.

You don't need to be below 10% body fat to see abs in a person who exercises. 10% body fat on most men who routinely exercise is way more than sufficient enough to have visible muscles basically everywhere. A pretty facile internet search strongly alludes to as much.

If you're doing compound lifts you'll be well within range of having a six pack at 12-15% body fat.
