The argument against restrictor plates was the reduction of speed and the creation of "pack racing" leading to bigger crashes involving more cars. NASCAR added restrictor plates to lower top speed and keep cars from flying in the air. This was done to improve driver safety on an individual basis but created the pack racing phenomenon. This style of racing is exciting but also results in melee style, multicar crashes.

Neither drivers nor fans are proponents of restrictor plates for this reason. Yet we understand that driver and fan safety is important. We tolerate the short comings of restrictor plate racing because we can agree that it is better to see 12 cars wreck on the ground and all drivers walk away mostly unscathed than to have one car go airborne and flip wildly numerous times and crash into the stands.
As far as racist goes, referring to fans of NASCAR as good ole boys and rednecks carries a negative connotation. While the definition of redneck can be applied in a way to include people of all creeds and colors, it is universally understood to be poorly educated, southern Caucasians. Bearing that in mind, its use in this instance is implicitly racist or at the very least meant to be disparaging against a particular race or group of people.
