I think it's more a lack of shame.

If I did my job half as poorly as he does, and if everyone in the organization knew I was a ******, and if the customers stated publicly I was an idiot, and if the national and local press pointed out my total ineptness - they wouldn't have to fire me. I'd quit.

The shame of cashing those checks I clearly didn't earn would force me out.

Golden has zero pride or self respect.
