Can someone explain to me why that Mckenzie fumble that was called an incomplete on was not intentional grounding?

If a throw, he throw it straight to the ground, inside the tackle box, didnt reach the LOS and there was no receiver near. What am I missing here?
The refs are from the ACC.

I said the same thing earlier. Makes no sense.

You can’t throw a flag on a review that wasn’t thrown (except for certain things like too many men on the field).

Intention to avoid a sack. McKenzie tried to pull the ball in, probably to try and scramble. He would have been tackled quickly though, hopefully if you‘re ND.

I think the rule is bad. If the QB drops the ball with the intention to NOT throw, and he wasn’t hit, it should be a fumble.
 
So many overranked, over hyped teams this year. ND is ***. Only seen maybe 3 teams that are elite. The rest of us are just fighting over the scraps left at the table.
