They didn't win the Natty because of High school recruiting.
They used the Portal & built a Defense strong enough to carry their Offense.
They have never & will never be a primary recruiting destination. Their success will always be mostly contingent on Portal scouting.
Here's the thing about Mario's recruiting. The guys he gets, he develops. He could end up with the #10 class, and by the time they leave, they will have outplayed the team that got the 9 spots ahead of them. As much as I criticized Mario for his game day gaffes, he not only identifies talent, but he identifies talent he can work with. That's a huge difference between him and other coaches. Larry Coker had some highly ranked classes, and tanked with them. Same with Randy Shannon. You need to get the right guys, and no one does that better than Mario.
Sure, it helps to get a #1 overall guy like Cantwell, but what makes Cantwell special is his ability to be coached, as well as his size and strength. Mario saw that as much as anything else.

This is the reality. There are only a handful of high school players that can step on the field in college and be impactful. They all have to develop. And many of them won't pan out, so you'll have to develop lower rated players that have high ceilings. If the infrastructure isn't in place to do that it doesn't matter how great your classes are.
Was just looking at Mario first class. Only 4 recruits stuck it out with UM in that 2022 class. Anez coop,moten,McCoy, and Wes bissanithe. Three of those guys were low ranking players but infrastructure like you say is in place for guys like this to develop. Transfer was mesidor,porter and Jacob Liechtenstein were the transfers that stayed with the program. Alot of those recruits didn't pan out in that 22 class.

I was interested to see if they would build on their NC to reinvent their program. They have not. In accordance with the bolded part of your statement, it appears they will try to win based on portal scouting.
Personally, I think they were a lottery ticket last season and that it's unsustainable to build a winning program without top HS recruiting based on portalers alone. I don't expect to see them in the playoffs again, much less the championships.

That's something that was virtually impossible for a program like Indiana to do. So from their perspective, sustainability isn't really that important.
Indiana isn't like Ohio ST, or UGA, or Bama, or LSU etc, they're not even supposed to be in the same sentence as the powerhouse programs. The fact that they won one, is enough to last them the next 15+ years.
They had **** near 30 “kids” that were from 23-26 years old. That’s a team full of grown *** men. I’m sure that when the smoke all cleared, that wasn’t a look that the ncaa was wanting to see again. They’re busy trying to close most of the loopholes that allowed IU the path to do that, as we speak.

For 247, they're 15th in the composite rankings.

Capping players to 5 years with no exceptions (current proposal correct?) will also dampen their future prospects as a team to contend with (20 year olds v. 26 year olds makes a difference)
There was no loop hole. It was a one off that was created by the covid rule of giving every player a free year. We had the TE that had 8 years and was trying to come back for a 9th. Alot of teams back in the day would have a good season every 5 or 6 years but it was just redshirting every recruit. Team like Wake Forest or K State. Look at their roster and the 2 deep was filled with 5 year seniors. Covid changed that from 5th year to 6th and 7th.
Not to argue semantics, but the Covid rule is the very definition of a loophole. Kids and schools took advantage of it. They just had a higher percentage of grown men on their roster.
Loophole is something that's there permanently. Which means it needs to be fixed. They are treating it as such when in reality it was gonna go back to normal once all those players left.
