Usually they take the license plate number and run it whats called DAVID, (driver and vehicle identification database) They can look up the registration and see the drivers picture, and they usually go "yep that's him, that's who, I saw" that's enough for them to get a warrant.

that's curious. i suppose they would have to prove that he was driving, right? which with other evidence shouldn't be too hard. could have been someone else.
