Who would you appeal to?
Normally the conference, but these were Big 10 refs, so no way the Big 10 is going to overrule.
NCAA? Don’t see it.

I was asking an honest question.
But it appears you are right.

For targeting purposes in football, the crown of the helmet is the top, circular part of the helmet, defined as the area with a 6-inch radius from the apex (top), used to make forcible, initiating contact with an opponent's head or neck, leading to a penalty because it's considered using the helmet as a weapon.

That does not look like the 6-inch radius of the apex to me.

“the big 10 referees made perhaps the WORST targeting penalty in the history of targeting penalties against the GREAT hurricanes of miami. many people are saying that crooked ron snodASS is perhaps the most incompetent referee in college football. the WEAK ncaa needs fix this immediately but i doubt they will do the right thing because they never do. i will have our wonderful secretary of state, marco rubio, ready to look into the ncaa if they cannot provide justice for xavier lucas. They were basing it on launch, which is bullshiite.
We had a game some years back where we were called for targeting without ANY helmet contact, based allegedly on launch. Our D player flew right over the top of the player barely making contact.

Targeting is a subjective call implemented solely for the refs to impact games.
