Normally the conference, but these were Big 10 refs, so no way the Big 10 is going to overrule.

The Big Ten has nothing to do with it. It’s the ACC that would appeal it.

For targeting purposes in football, the crown of the helmet is the top, circular part of the helmet, defined as the area with a 6-inch radius from the apex (top), used to make forcible, initiating contact with an opponent's head or neck, leading to a penalty because it's considered using the helmet as a weapon.

That does not look like the 6-inch radius of the apex to me.

How the F is a helmet to helmet on the side of the helmet count as targeting?
They were basing it on launch, which is bullshiite.
We had a game some years back where we were called for targeting without ANY helmet contact, based allegedly on launch. Our D player flew right over the top of the player barely making contact.

Targeting is a subjective call implemented solely for the refs to impact games.
