The "rules expert" on the broadcast said he launched. But that requires forceful contact forward and up. If anything Lucas moved down. Because the receiver dropped as he approached, his right shoulder made first contact with the helmet. By the letter of the stupid rule that is targeting. It just happened. While intent is not required they should take that into consideration when looking at a suspension.
