I have a question. If the school is being charged with "lack of institutional control"

Why hasn't the NCAA gone after Kirby Hocutt, the one in charge of keeping "control" ?
how come the NCAA's punishment is not ment to hurt the bottom of the pyramid?

Players, Coaches etc get the worst of any punishment the NCAA hands out.

Kirby Hocutt was actually very close closer with Shapiro than Randy or Coker.
