Penn State and it's not close. I'm in the heart of Penn State & Notre Dame fans & the Dame fans aren't 1/1000th as bad. Ohio State, Georgia etc have actually won recently. That's what gives Penn State the edge. They win nothing yet their fans put them in the likes of the elites.
