If money is earmarked for a purpose then i think it's not supposed to be used anywhere else. If you donate 16 mill to the schools general fund it goes wherever they see fit but if you donate it directly to the athletic dept then it's the athletic dept money. The rock, edge, vilma, a rod their money went to athletics
