So it seems that it helps a) the schools that lost a bunch of a transfers or b) the teams willing to sacrifice players for new blood (your Bamas and Georgias of the world)

This doesn't help much unless they increase the 85 scholarship limit temporarily as well....otherwise, this only benefits schools that capped out on incoming players, but lost a lot to the portal and are under 85 due to it.
Every scholly is renewed annually. You can sign a monster class and simultaneously cut dead weight. This is huge for someone like Mario or Riley who need to overhaul a roster. You could hypothetically do it one year. All of a sudden we can sign 30+?

We are sitting at 85 already and still have room for ICs. Our problem is the opposite unless we send a bunch of kids packing.
We have a ton of kids we can send packing though. Our roster isn’t that good. This allows for a quicker rebuild. We aren’t talking dead weight now, we are talking okay to decent players that can be replaced by better players. The good news is that we don’t have to do it right now, we can after the season. See who develops and who doesn’t. For instance as I alluded to loaded 23 and 24 WR classes. The guys we have, now got a season to prove they belong.
 
Seems that this will really help schools like bama Georgia lsu that regularly lose a ton of underclassmen to the draft along with the graduating guys. They can just hit that 85 without issue

It helps a ton to schools. Those you mentioned, us and SC. Finally it helps schools like ASU which just got gutted via the portal.
