We can leave whenever we want. But, we wouldn't want to leave without having something better lined up. A B1G invite would do it, an agreement with Amazon that pays off what we owe and pays close to B1G/SEC money would do it (assuming they find a good home for the rest of the sports), etc. 2030 is just the time when the price of leaving drops and when new tv contracts are being negotiated. My best guess is any announcements for expansion come around 2028 so the conferences can encourage higher bids for their tv contracts with new members. So is 2030 the earliest they can leave? Or if the bill does not pass can they get out earlier?
I think that one thing that a lot of people are overlooking in going independent (and Echevarria called this out in the Yahoo article) is the scheduling of the non-football sports. Ideally if Miami went independent in football, they could keep the rest of their sports in the ACC (similar to ND), but I don't know if the ACC would go for that (I wouldn't if I was them).
